2010-11-10 : Tax Increment Financing (TIF) Legislation Proposed For Next July
The government aims to introduce a plan that will allow local authorities to use TIF Schemes, created by borrowing against future business rates, to fund regeneration by next July.
A business plan published early this month by the Department for Communities and Local Government, sets out the policy objectives and the deadlines for meeting them. Part of the plan says TIF powers will be introduced by April 2012, along with the retention of local business rates.
The published plan is an attempt by the Government to make departments more accountable. The communities department also said that by May 2012, the first referenda on introducing 12 elected mayors to the UK's biggest cities would be complete.
They also propose to help local authorities create local enterprise partnerships (LEP's) to replace regional development agencies. The deadline for the last of the LEP's to be confirmed is October 2011.
The details are yet to be clarified on how TIF will be implemented.
